Foreign Trade in Azerbaijan

Major exportable commodities of the country are oil and gas, machinery and cotton.
The exports partners of the country are Germany, italy, Turkey, Russia, Georgia and France.

Important importable commodities in the country are fuel and energy, food and the capital goods. Important imports partners of the country are Russia, Germany, Turkey, China and Italy.

Çin xalq cümhuriyyətindә səfərdә olan Dövlət naziri Zəfər Çağlayan açıqlamasında ixracatda bu ilki hədəfin 100 milyard dolları aşmaq olduğunu bildirib. Onun sözlәrinә görә, yeni təşviq sistemi Çində fәaliyyәt göstәrәn türk şirkətlərinin vətənə qayıtmalarına müsbәt tәsir göstәrәcәk.

Maddə 1. Vergi ödəyiciləri

Mülkiyyət və təşkilati-hüquqi formasından asılı olmayaraq Azərbaycan Respublikasının hüquqi şəxsləri strateji məhsulları Azərbaycan Respublikasının hüdudlarından kənara sərbəst dönərli valyuta ilə satarkən ixracat vergisini ödəyirlər.

Maddə 2. Vergitutma obyekti

Azərbaycan Respublikasında istehsal edilmiş strateji məhsulun kontrakt qiyməti ilə (ixrac xərcləri çıxılmaqla) respublikadaxili müəssisə topdansatış qiymətinin arasındakı fərq vergitutma obyektidir.

Maddə 3. Vergi üzrə güzəştlər

Azərbaycan Respublikasında xarici xammaldan emal və istehsal edilmiş məhsulu ixrac edən, həmçinin xarici kapitalın iştirakı ilə yaradılmış hüquqi şəxslər özlərinin istehsal etdikləri strateji məhsullar üzrə ixracat vergisini ödəməkdən azaddırlar.

Maddə 4. Vergi tutulan strateji məhsulların siyahısı və vergi dərəcələri

Strateji malların siyahısını müvafiq icra hakimiyyəti orqanı müəyyən edir.

İxracat vergisinin dərəcəsi 70 faizdir.

Maddə 5. Verginin hesablanması və ödənilməsi qaydası

Strateji mallara görə vergi, satışdan əldə olunan vəsait ixracatçıların hesabına daxil olduqdan sonra 10 gün ərzində ödənilir.

İxracatçılar strateji məhsulları Azərbaycan Respublikasının hüdudlarından kənara satarkən həmin məhsullar üzrə əlavə dəyər vergisini, aksiz vergisini, gömrük rüsumunu, Dövlət yol fonduna ayırmaları ödəmirlər. Verginin hesablanması qaydası bu qanuna dair təlimatda müəyyənləşdirilir.

Maddə 6. Ödəyicilərin məsuliyyəti və onlara nəzarət

Verginin düzgün hesablanmasına və vaxtında büdcəyə ödənilməsinə görə ödəyicilər və onların vəzifəli şəxsləri məsuliyyət daşıyırlar.

İxracat vergisinin düzgün hesablanmasına və vaxtında ödənilməsinə nəzarəti Azərbaycan Respublikasının qanunvericiliyinə uyğun olaraq vergi orqanları həyata keçirir.

Maddə 7. Qanunun tətbiqinə dair təlimat

Bu qanunun tətbiqinə dair təlimatı Azərbaycan Respublikasının Baş Dövlət Vergi Müfəttişliyi Azərbaycan Respublikasının Maliyyə Nazirliyi ilə razılaşdırmaqla hazırlayır.
